
European body should develop normative framework for Human Enhancement (STOA)STOA, the Scientific and Technological Options Assessment Unit of the European Parliament just released a study on Human Enhancement. The authors recommend to set up a European body for the development of a normative framework that guides the formulation of EU policies no Human Enhancement. The study aims to bridge the gap between the philosophical and public visions on human enhancement and the concrete technoscientific developments which may be used for human enhancement. The authors outline three options for governing these trends: a reasoned pro-enhancement approach, a reasoned restrictive approach and a case by case approach. The European Parliament should either set up a temporary committee or a working group including members of the European Parliament. This body should develop a normative framework which should enable governance of the relevant emerging technological and societal trends which may contribute to gradual technological changes to "the human condition".
